Understanding Flexible Spending Account Eligible Expenses

Probiotics: Are They Really Necessary? | Talking Point | Diet

In general, most over the counter medications and drugs require a prescription or note of medical necessity from your doctor. Over the counter supplies can usually be purchased with FSA funds without any additional documentation. However, if you have questions or are unsure if a particular item is FSA eligible, it is always best to check your plan information or ask your plan administrator.

Which Otc Items Are Now Eligible Expenses

If you have a health reimbursement arrangement or a part of a voluntary employee beneficiary association , check with your health plan as the eligible items may differ.

You can find a more complete list of eligible expenses here, but some of the most common items that removed the prescription requirement include:

  • Cold, cough, and flu medicine
  • Tampons, pads, and liners
  • Pain relievers and anti-inflammatory medications
  • Allergy and sinus medicine
  • Baby rash ointments and creams
  • Baby electrolytes
  • Skin treatments for conditions such as eczema and psoriasis
  • Acid controllers
  • Acne medications

The expanded eligible expenses list is a permanent change and these newly added items are retroactively eligible beginning on January 1, 2020, meaning you can file for reimbursement for these items if you’ve purchased them since the beginning of 2020.

If you try to purchase these new items with a Further debit card, and your card is declined, it is likely because the retailer has not yet finished updating their systems to mark these items as eligible. You can keep your receipt and file for reimbursement.

How Does An Hsa Work

HSAs are tax-advantaged accounts meant for medical expenses that are funded by contributions from you, your employer or both. They can provide a triple benefit in terms of tax savings since you may be able to deduct your contributions, and avoid paying taxes on account interest or investments gains as well as on withdrawals you make.

When you have an approved medical expense, you might use an HSA-provided debit card to pay at your doctor’s office, pharmacy or with another approved vendor. Alternatively, your HSA may provide access to online bill payment, checks or a reimbursement process that pays you back for bills and purchases you’ve covered using other forms of payment.

Access to an HSA account may be provided directly through your employer, or you may create one at a bank, credit union or investment company that acts as an HSA administrator. HSA comparison services such as HSA Search can help you find a provider and weigh your options.

Unlike the money in a flexible-spending account, HSA funds do not need to be spent within a given year. Once you contribute money to an HSA, that money is yourseven if you change employers or health plans.

Supplements Eligible For Hsas Federal Assistance Programs Under Legislation

Duffy Hayes | May 19, 2021

A new legislative effort is afoot to federally classify nutritional supplements as qualified medical expenses, a change that would allow supplements to be included under the umbrella of products available for purchase with tax-friendly health savings accounts and flexible spending accounts .

The billS. 1654was introduced Monday by Sen. Kevin Cramer and was celebrated by the Natural Products Association , who has pushed for the change as a way to increase access to nutritional supplements, especially in underserved communities.

We need to do more to ensure that our most vulnerable communities have access to nutritional supplements to support their health during this pandemic, NPA President and CEO Daniel Fabricant, Ph.D., said in a press statement about the proposed legislation. He continued by calling it a common-sense solution and indicated it would expand choices for hundreds of millions of Americans who use supplements to stay healthy in this challenging time.

In addition to supplements inclusion in HSA/FSA spending plans, the classification change would also expand access through programs like the Supplemental Nutrition Assistance Program and the Special Supplemental Nutrition Program for Women, Infants, and Children .

Cramers proposed bill is the latest in a long line of unsuccessful efforts to include supplements as HSA-eligible items.

The Former Aca Rules For Otc Drugs

In March of 2020, Congress enacted the Affordable Care Act . Under this scheme, over-the-counter drugs did not count as qualified medical expenses for HSAs. The same rules applied for flexible spending accounts pre-tax financial accounts often offered by employers. If you were dealing with heartburn, for example, you wouldnt be able to use your HSA money to cover an OTC drug like Tums or Prilosec. Instead, youd have to pay for it out of pocket.

A Flexible Spending Account or Flexible Spending Arrangement is a tax-sheltered account whose funds can be used to reimburse out-of-pocket medical expenses that are not covered by your healthcare plan.

The benefit of an FSA is that you do not pay any taxes on the amount you have in that account:

For instance, lets say your income tax rate is 20% and you set aside $1,000 in your FSA. Usually, you would have to pay $200 in taxes on that amount but since its in an FSA youll save $200 which youll then be able to use for certain medical expenses.

However, your employer is not obliged to make contributions to this account. Make sure to talk to your boss or HR manager about the options your employer offers.

When purchasing medication you cannot spend money directly from your FSA. Instead, youll have to pay upfront and then later submit a claim for reimbursement. This can be done through your employer and should include proof of the medical expense.

Using your HSA to restock your medicine cabinet or stock up on items like sunscreen and first-aid supplies might make the most sense if you do so in single, dedicated shopping trips, rather than trying to submit receipts for reimbursement every time you buy a bottle of ibuprofen at the grocery store. Using your HSA for beneficial treatment and expensesas long as you can afford themis a clearer win. Needed dental treatment, orthopedic supplies or a new pair of glasses are not only valuable they can be life-affirming.

If you don’t have an HSA but would like to learn more, do some research, ask your employer for information or look for financial institutions that can offer you an account. While HSAs may not provide a universal cure for all of your healthcare-related costs, they can be a valuable device in your financial toolkit.
